A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TEMECULA ADOPTING THE GENERAL PLAN
UPDATE COMMUNITY OUTREACH PROGRAM
THE CITY COUNCIL OF THE CITY OF TEMECULA DOES HEREBY RESOLVE AS
FOLLOWS:
Section 1. Recitals. This Resolution is adopted with respect to the following purposes
and findings:
A. A General Plan provides policy direction and guidance for the City's physical,
economic, social and environmental changes over the next twenty-plus years. It includes
community-wide priorities, goals, and specific implementation measures to achieve the City's
vision. Each city in California is required to have a General Plan. Temecula's General Plan was
initially created in 1993 and comprehensively updated in 2005. The City Council initiated a
comprehensive update of its General Plan in 2025.
B. The City of Temecula has hired a professional planning consulting firm, De Novo
Planning Group, to assist the City with the update of its General Plan. De Novo Planning Group
contracted Kerns & West to serve as their subconsultant specializing in community engagement,
stakeholder facilitation, and communications services.
C. Robust and inclusive community engagement is a vital component of drafting and
updating a General Plan. State law requires cities to provide opportunities for community
involvement in the planning process.
D. A General Plan Update affects the entire community. Broad public participation
and strong community engagement will help to improve local conditions, inform policy, enhance
equity, and create better program outcomes. Community engagement as a process can also help
strengthen community bonds. Creating the opportunity for community dialogue throughout the
General Plan Update can result in a more informed plan with more public support.
E. There are a wide variety of engagement tools that can be used to inform and engage
the community in a public participation process. Tools are chosen based on the needs, strengths,
and resources of the community. Using multiple techniques can help to reach a wider range of
community residents.
F. The City is committed to conducting a transparent, inclusive, and meaningful
planning process. Temecula is a diverse community with distinct neighborhoods, industries, and
attractions which require focused engagement across the spectrum of participation.
G. The success of the General Plan Update relies on the involvement of community
members, residents, property owners, and other stakeholders in shaping and forming the vision,
goals, and policies of the General Plan.
Section 2. Purpose and Objectives of the Community Outreach Program. The
General Plan Update Community Outreach Program will achieve the following:
A. The City of Temecula will provide opportunities for continuous public participation
in the General Plan Update process. The City will connect with a broad and diverse mixture of
residents, community groups, businesses, and stakeholders by employing multiple public
communication techniques.
B. The Community Outreach Program describes how the City will engage with and
gather input from the public throughout preparation of the General Plan Update.
C. Outreach will be designed to hear the voices of those who are often not represented
in the projects that shape their community. Outreach will provide meaningful input into outcomes
so that community members can witness how their engagement shaped the final work products.
D. The Community Outreach Program will serve as a guide for the community and
stakeholder engagement process of the General Plan Update. The Community Outreach Program
should be considered a flexible guide, one that is updated and refined by the project team as it
moves through the planning process. The project team consists of the City's elected and appointed
officials, City staff, and the consultant team. Specific ideas, events, and details may be modified
to better accommodate goals, budgets, schedules, and other factors associated with the project.
F. The primary objectives of the General Plan Update Community Outreach
Program and process are to:
1. Engage the full spectrum of Temecula community members, including
residents, business owners, landowners, and other stakeholders, in the General Plan Update
process.
2. Use methods that can engage members of the public on issues that are
important to them.
3. Seek inclusion of diverse community voices.
4. Increase public understanding of the General Plan, its importance to the
Temecula community, and its role in shaping the future.
Section 3. Adoption of Community Outreach Program.City Council hereby adopts
the General Plan Update Community Outreach Program.
