HomeMy WebLinkAbout07222025 Parks, Recreation and Community Services Subcommittee Action Minutes ACTION MINUTES PARKS,RECREATION AND COMMUNITY SERVICES SUBCOMMITTEE GREAT OAK CONFERENCE ROOM 41000 MAIN STREET TEMECULA,CALIFORNIA JULY 22,2025—8:30 AM CALL TO ORDER at 8:32 AM: Council Member Zak Schwank ROLL CALL: Council Member Zak Schwank and Council Member James Stewart PUBLIC COMMENTS - AGENDA ITEMS The following individual(s) addressed the committee: • Garrett Lent(Item#2) • Randy Antonio (Item#2) COMMITTEE BUSINESS 1. Ronald J. Parks Community Recreation Center and Eagle Soar Splash Pads Update—Staff shared updates on the maintenance issues occurring at both the Ronald J. Parks Community Recreation Center and Eagle Soar Splash Pads.To address the issues at the CRC Splash Pad,it would require a longer closure, so staff suggested waiting until school resumes to initiate the closure. Addressing issues at the Eagle Soar Splash Pad would require a complete tank replacement and staff are currently waiting on proposals to assess the costs and compare quotes. It was suggested that the Splash Pads item be discussed at the upcoming CIP Workshop in September. Subcommittee was in favor of this suggestion. 2. Discussion of Public/Private Partnerships to Build Trails at Ronald Reagan Sports Park (at the Request of Council Member Schwank)—At the request of Council Member Schwank,there was discussion about forming a group with representatives from City departments and members of the public to build trails at Ronald Reagan Sports Park. We received two comments from the public,including the owner of Old Town Bicycle Co and a member of the Great Oak High School Mountain Bike Team. Both individuals were excited about the prospect of participating as a trail builder. Subcommittee recommended the next steps should be to put together a group, identify the scope and expectations, and proceed from there. Staff will report back at a later date. 3. Discussion of Extended Hours at Redhawk Dog Park—A group of residents previously reached out to the City requesting the gates at Redhawk Dog Park be opened earlier, starting at 5:00 AM during the warmer months to allow access to the park, rather than the current opening time of 8:00 AM. There was discussion about leaving the gates unlocked for a trial period, so residents have earlier access to the park, and to not impact staff. Subcommittee recommended that this topic be brought to the full Council for consideration and notifying the HOA of the outcome. 4. Discussion of Use of Pickleball Courts at Michael "Mike" Naggar Community Park — Staff shared that the pickleball courts at Michael "Mike" Naggar Community Park are still being utilized, even with the opening of the Temecula Pickleball Complex at Ronald Reagan Sports Park. The possibility of adding four more dedicated pickleball courts at MNCP was discussed and it was suggested that this item also be discussed at the CIP Workshop. Subcommittee was supportive. 5. Review Updated Sponsorship Policy—Staff shared that they have been in the process of revising the corporate sponsorship policy that was originally created in 2013. Subcommittee was supportive of revising the policy, allowing more opportunities for partnership with local businesses. Staff will provide a summary of the changes made to the sponsorship policy and report back to Subcommittee at the next meeting. ADJOURNMENT: The meeting was adjourned at 9:45 AM.
