PUBLIC COMMENTS—None
COMMITTEE BUSINESS
1. Emergency Power Shut Offs (PSPS) (District) — Staff shared their concerns about emergency
power shut offs and advocated for better notification system and more accurate data processing
from Southern California Edison (SCE). City staff agreed and shared the same concerns. The
subcommittee recognized these concerns and shared that the City has initiated letters to SCE
and recommends the TVUSD do the same. City staff have requested training from SCE and
will share this information with the TVUSD once it is available.
2. Joint Event Opportunities (District) — TVUSD staff shared they would like to do more events
together with City. Subcommittee was in favor and willing to collaborate on future events.
3. School Resource Deputies Updates (City/District) — Riverside Sheriff's Office (RSO) staff
provided an update on School Resource Deputies (SRD) including staffing amounts, additional
weekly motor patrols, hiring difficulties, and E-bike education and enforcement. City staff
shared an update on the future cost increase for SRD's. The subcommittee inquired about the
updated Memorandum of Understanding for RSO. RSO staff explained the cost increase speaks
to employee retention and salary analysis. The subcommittee was thankful for their partnership
with RSO.
4. Partnering in Educational Material/Training/Permitting for E-bike Safety (City/District) — City
staff shared an update on the recent action taken at City Council regarding education, best
practices, and City ordinances. RSO staff gave an update on current laws and law enforcement
for E-bikes and E-motorcycles including the culpability of parents and minors and
consequences of illegal activities. TVUSD staff shared an update on the E-bike permit pilot
being conducted at Vail Ranch Middle School beginning April 14th. Once beta testing is
completed the school district would like to expand the program. Subcommittee was supportive
of the pilot program and confirmed the parent involvement aspect. TVUSD staff will share the
pilot program training information with all meeting attendees.
5. Maintenance of District Properties (Sports) (City/District) — Subcommittee requested TVUSD
and City staff to provide feedback on swapping adult and youth field allocations. Both TVUSD
and City staff provided information on costs, maintenance, availability, and safety concerns.
The subcommittee recommended further discussion on the matter at future City Council or
Subcommittee meetings. City staff also recommended looking into grant funding opportunities
for improvement of school district fields.
6. Narcan Education/Pilot Project (City/District) — City staff shared an update on current plans to
roll out a Narcan education pilot project. TVUSD staff explained how their current Narcan
training is conducted. Subcommittee was in favor of the programs and hopes to expand in the
future.
7. General Plan Discussion — Subcommittee requested an update on current housing projects in
City-adjacent area of Riverside County. City staff shared an update on these projects and will
continue to keep a watchful eye on their statuses. The subcommittee would like to look at
resolutions in the future on related matters.
